|Strikes are typical in Brazil for certain organizations to bargain for higher wages. Usually they are settled fairly quickly.
I believe, yes, that the Brazilian Consulates in the U.S. and elsewhere have been on what they describe as a 30% strike for the past few days. Until when, no one can accurately predict.
But some employees are doing some work, so some visas are getting processed.
And do keep in mind that these Brazilian government employees are paid so poorly that most regular consulate workers that you deal with while getting your visa have to have an extra job and live in a shared apartment just to make ends meet in their US city.
